Don Leone

Don Leone brings a lifetime of experience in transport, road safety policy
and administration. He has a long history working for VicRoads and its
predecessor organisations in a career spanning nearly 38 years. He is now
applying his expertise in a consulting role following his departure from

Don acquired deep and extensive experience in service delivery, both in
operational and line management roles, including as a regional customer
service manager. He has a common sense approach to service delivery, with
wide knowledge of process reform and the human issues in making front line
and back office businesses hum.

Don has worked in a number of policy development roles, specialising in
registration & licensing, road safety and vehicle standards, including
managing compliance policy and strategy.

Don has more than 20 years experience in management and senior leadership, and
has also led long and complex projects (including managing the implementation
of road transport ‘Chain of Responsibility’ legislation in Victoria). For
much of his career he has led teams, held management positions and has covered
senior executive positions within VicRoads.

In Don’s most recent roles he was responsible for leading the policy setting
and related project management for vehicle standards, motorcycle safety, accident
tow truck services regulation, and road safety policy for vulnerable road users.

Prior to this, Don obtained a wealth of experience in roles associated with
the development of heavy vehicle compliance policy, developing legislation
in connection with Victoria’s Road Safety Act and associated Regulations,
and managing VicRoads’ prosecution services.

He has a strong background in stakeholder liaison, and has provided secretariat
services for industry and stakeholder advisory groups that provide advice to
Government bodies and Ministers on topics ranging from heavy vehicle road
transport to motorcycle safety. He has represented VicRoads on the Victorian
Transport Industry Council.

Don has also been involved in numerous national and local working groups
associated with national heavy vehicle reform, including the development and
implementation of “Chain of Responsibility” laws in Victoria, and the creation
of the National Heavy Vehicle Regulator.

He has often been called upon to present at industry forums and conferences on
his topics of expertise, including Victorian Transport Association State Conferences,
Transport Workers Union Safety Seminars, and more recently a Global Heavy
Vehicle Leaders Summit.
